You mentioned PKK being a designated terrorist group. I recently saw references to efforts to designate Wagner as a terrorist group, and Russia as a terrorist state (with I believe some movement in Europe toward doing so). Aside from symbolism, what technically or practically speaking happens when that designation is made?
